Minimum security prison was established based on the concept of educational imprisonment, which is to guide inmates for self-management, shaping an execution system of self-discipline and self-respect, diligence and practicality; it benefits inmates' return to society a lot.
  For recent events that inmates did not return after home visits and escaped from minimum security prison, we strengthened guarding management, review at usual time and strengthened random checks on the period of home visit of the inmate there, under the circumstance, not only we keep close contact with local police agencies, but also summarize and analyze the characteristics of each event, providing inmate selection team of minimum secure prison for reference of review, hoping to exclude high-risk inmates and prevent similar cases again.
  The prison launches pre-employment trainings before inmate working outside of the prison for the first time, where the instructor and guiding team invites family members and friends, representatives of manufacturers, and counseling volunteers to build a guiding support system in respect of inmate's physical and mental conditions, family support, other cases, work items, safety and other related matters properly. We also keep mastering inmates' change of adaptive mind after the first work outside via regular scheduled talks, weekly diaries, strengthening supervisory visits, and assessing the frequency of interviews and communications, with doing so to avoid escape without return due to sudden emotional change.
