The Minister arrived at the Kaohsiung Second Prison at 10 later that morning. He was accompanied by Deputy Minister Liu and Deputy Warden Zhong of the Agency of Corrections as he looked around the prison's facilities. The Minister praised two inmate-created gardens at the facility: the Japanese garden with its "small bridge and flowing water" and the blue-and-white toned Mediterranean garden symbolizing blue sky and white clouds. The Minister was even more stunned when he saw the large metalwork LED lamp "Flower Marriage" displayed in the inmates' skill-training classroom that was pieced together with more than 3,000 roses shaped out of aluminum sheeting.
After the inspections of the three correctional institutions, a joint briefing and seminar involving the Department of Prosecutorial Affairs, Investigation Bureau, Agency Against Corruption and Agency of Corrections was held at the prison. First, a briefing on operations was given by each head of department. This was followed by a cross-departmental seminar. One by one, the Minister responded to the related recommendations given by each head of the department. Finally, the Minister felt especially gratified when he saw how his present colleagues cooperated and labored, and he reflected back to his own times and experiences at the Agency of Corrections. He encouraged his colleagues to continue to adopt a constructive and optimistic attitude, develop a spirit of team work, and maintain a willingness to sacrifice and achieve success without intending to gain glory. He hoped that everyone there would be able to grow in their occupation and develop the life values that would help them attain self-realization and a better life. After the morning session, the Minister continued on his itinerary to the other institutions, accompanied by Chief Prosecutor Lin of the Kaohsiung Branch, Taiwan High Prosecutors Office, and Chief Prosecutor Tsai of the Kaohsiung District Prosecutors Office.
