Director Wu Delivers "Report on Juvenile Correctional Education" at Executive Yuan Conference on April 18, 2014

In a move aimed at improving the welfare of juvenile delinquents, the Executive Yuan arranged for Mr. Wu Sen-chang, Director of MJAC, to deliver a report on the current state of correctional education for juveniles and possible measures for improvement at the 3394th conference of the Executive Yuan today (the 17th) at 9:00 a.m. The report summarizes the current situation and education of juvenile correctional institutions. It also reflected current challenges, including: the difficulty of integrating the fragmented correctional school system, wildly varying academic levels between juvenile delinquents, the lack of special education resources, the difficulties to rejoin the mainstream education system, the low effectiveness of skills training, and the underdeveloped follow-up system. Under the Agency's planning with the proactive assistance of other departments and agencies, we have decided on improvement measures including: establishing different roles for juvenile correction schools and reform schools; requesting the assistance of the Ministry of Education in training correctional officers in counseling and taking juvenile correction institutions into the special education transmit network; collaborating with the Ministry of Labor's Workforce Development Agency to organize training courses at regional branches; continuing to promote arts education; strengthening family support systems; and collaborating with the Ministry of Health and Welfare's Social and Family Affairs Administration to conduct assessment visits on students before released.
After the report, Premier Jiang Yi-huah's announces instructions as follows: the MOJ should collaborate with other drug-related authorities including the Ministry of Education and the Ministry of Health and Welfare to strengthen anti-drug measures including enforcement, education, and treatment. The goal is to reduce drug abuse among teenagers. To help juveniles who have made poor choices, strengthening their characters, government agencies should collaborate in education, employment, and follow-up services for juvenile delinquents. The MOJ should coordinate with the Ministries of Education, Labor, and Health and Welfare to provide essential assistance including special education and counseling resources, skills training, employment services, care and assistance, and support links. The aim is to ensure the smooth re-integration into society after juvenile delinquents are released from correctional institutions. The correctional education system for juvenile delinquents should focus on moral education first, while skills training and remedial education should proceed in parallel. Lastly, the MOJ should initiatively supervise the Agency in adapting these measures.
