Security measures are adopted to maintain prison safety, and provide a stable environment for rehabilitation, and even more important, to protect the human rights of the inmates. The security measures are administrated in conjunction with the penalty treatment measures, to facilitate the effect of the correctional treatment, and prompt the inmates to regenerate. Security stations here are situated to form a tight network, and responsibility is based on their span of control in prison. There are three shifts, including daily and overnight shifts, and duties are separated into areas and levels, which all fit together.

In order to prevent contraband from entering the prison, inspectors are posted to check all persons and articles leaving and entering the prison. In addition, the workshops and cells also have special personnel on duty to carry out routine inspections.

In order that inmates might enjoy family warmth and comfort, they are allowed to meet their close relatives in a specified visiting room, and able to converse with their visitors through an intercom system.

Under special circumstances where inmates are in need to contact close relatives, or when the relatives are unable to visit the inmates inside the prison, a telephone or virtual visit via television can be made.

Suggestion boxes are placed throughout the prison division blocks and at various workshops for inmates to express their views concerning various treatment programs. In this way, we can further help the inmates to solve their problems.

To assist the inmate in learning some technical skills, and to give them a wanting to contribute to society when they are released, we adopt the policy of a “factory prison” and provide vocational training to those inmates who do not have living skills. Each inmate can learn a skill with which he can earn a living in a law-abiding manner once he completes his sentence.
